South Asia Regional Energy Partnership (SAREP)

South Asia Regional Energy Partnership (SAREP) program aims to improve access to affordable, secure, reliable, and sustainable energy in six countries: Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka. This five-year activity serves as a linchpin of the U.S. Government’s Indo-Pacific Vision and will facilitate collaboration among its six countries to accelerate the transition to clean energy.

E-Mobility

Net Zero Energy

SAREP is working to enhance and accelerate the deployment of clean energy technologies for transition to net-zero emissions by helping partner countries reach near-term climate goals and avoid locking in longer-term emissions trajectories. The project is partnering with national and sub-national governments, electricity regulatory commissions, power utilities, training institutions, think tanks, financial institutions, and the private sector in South Asia on the following interventions.

Energy Efficiency

SAREP is working to accelerate market transformation for energy efficiency in chillers and buildings and scale sustainable public procurement of energy-efficient appliances. The project is also enabling energy efficiency market creation for buildings and appliances for other South Asian countries by sharing knowledge and experience from India. Within this initiative, efforts are directed towards establishing strategic partnerships and Energy Services Companies (ESCOs) in neighbouring countries, mirroring the success achieved by Energy Efficiency Services Limited (EESL) in India. Additionally, the program collaborates with power distribution companies to implement demand-side management programs, both utility-led and third-party facilitated, to further enhance energy efficiency endeavours.

Advancements in Renewable Energy

South Asia Regional Energy Partnership (SAREP) Program is working with South Asian national and regional government entities to meet their clean energy goals and strengthen their energy-security priorities by providing technical assistance to scale deployment of renewable energy, advancing new technologies and strengthening grid integration. In India, the program is instrumental in supporting the country’s goal to reach net zero carbon emissions by 2070, a commitment which includes achieving 500 GW of non-fossil-based electricity generation capacity by 2030. This aligns with India’s Nationally Determined Contributions (NDC) to reduce the emission intensity of its GDP by 45% within the same timeframe. A notable example of this support is the Indian Railways’ target to achieve net zero carbon emissions by 2030, where SAREP plays a key role in facilitating this transition.

E-Mobility

SAREP is working with various public and private entities to decarbonize the transportation sector in South Asia through electrification. Some of SAREP’s key interventions in e-Mobility include accelerating e-Bus deployment, deployment of Electric Vehicle Charging Infrastructure (EVCI), electrification of four-wheeler fleets, mobilizing investments in e-mobility and supporting capital raise transactions, and capacity building and workshops.

Green Hydrogen for Rapid Decarbonization

SAREP activities on green hydrogen focus on developing enabling policies and regulations at the state level and working with partner organizations on technology evaluation, technical and commercial feasibility assessments, procurement, and capacity building in all areas. Green hydrogen serves as a crucial tool for decarbonizing challenging industries like chemicals, agriculture, steel, and mobility which are historically hard to decarbonize, presenting a transformative opportunity for South Asian countries.

Modernization of Distribution Utilities

Modernization of Distribution Utilities

The South Asia Regional Energy Partnership (SAREP) program is supporting Distribution Utilities for providing quality, reliable, efficient, cleaner 24×7 power supply to all citizens. Ministry of Power (MoP), Government of India (GoI) is implementing distribution reforms through its flagship Revamped Distribution Sector Scheme (RDSS) with the goal of minimizing Aggregate Technical and Commercial (AT&C) losses and enhancing the distribution infrastructure. SAREP is supporting MoP, nodal agencies, and state distribution utilities to implement smart distribution, innovative demonstration projects and build capacity of workforce.

Strengthening Transmission Utilities and System Operators

The South Asia Regional Energy Partnership (SAREP) program is actively supporting transmission utilities and system operators across various South Asian regions through modernization efforts. This includes gap assessments, roadmap development, evaluation of network strengthening requirements, and development of frameworks to reinforce system inertia. These initiatives aim to enhance grid reliability and facilitate seamless absorption of high levels of renewable energy and contribute to the development of a forward-looking energy transmission infrastructure.

Regional Power Trade and Markets

SAREP is working on facilitating regional energy cooperation and development of an interconnected South Asia power grid. Some of SAREP’s key interventions in Regional Power Trade and Markets include consensus building on regional energy cooperation, enabling framework and mobilizing investments, facilitating power exchange participation, institutional strengthening of regional institutions, enabling power trading in South Asia, capacity building and knowledge sharing.

Investment Facilitation in Clean Energy

One of the focal areas of SAREP is enabling investments for clean energy transition in South Asia. Some of the key interventions under this include developing financing mechanisms and strategies, supporting capital raise, advancing competitive procurements and structuring public-private partnerships, and capacity building. As of January 2024, SAREP has helped mobilize investments of more than $3 billion in clean energy space.
