On August 27, 2020, more than one hundred people attended U.S. Agency for International Development’s (USAID) Partnership to Accelerate Clean Energy Deployment 2.0 Renewable Energy (PACE-D 2.0 RE) webinar, “Green Tariff Design and Deployment for Enhanced RE Integration.”
The Webinar was inaugurated by Ms. Julia Kennedy, Deputy Coordinator IPO, USAID, who has recently taken the charge of Clean Energy and Environment Office in USAID/India in place of Mr. Michael Satin, Director, Clean Energy and Environment Office, USAID/India. She congratulated MNRE for efforts in commitment to further the deployment of RE, despite the challenges due to COVID – 19. She also highlighted about the extraordinary developments that have taken place in the past year of this project – few like, SECI concluding first round of tender, real time power market and several other initiatives. She re- iterated USAID’s commitment for enhancing RE in India.
The Program began with Mr. Anurag Mishra Senior Team Leader Clean Energy, USAID setting the context of the webinar by explaining concept, followed by a presentation by Mr. Ranjit Chandra, Co-partner, Engenuity. The team presented the analysis on identified potential savings from demand shift to fund Green ToD Tariff, using this approach.
Mr. Anand Kumar, Chairman, GERC participated in the Webinar as a guest speaker, who shared his experience in the state of Gujarat, his vision, as well as his thoughts and views on the concept of designing Green ToD Tariff. Mr. Anand Kumar thanked the PACE – D 2.0 RE Program for the work and also congratulated and appreciated the team for performing the particular analysis for the states in the country.
A panel discussion was also conducted on “Green Tariffs – Design Methodology, Potential Role in a RE Rich Environment and Opportunities for the Indian Power Market”, moderated by Mr. Anurag Mishra.
The panel consisted of representatives from Tata Power Trading Company Ltd., Institute for Energy Economics and Financial Analysis, Idam Infrastructure Advisory Pvt. Ltd. Prayas and WRI India.
The webinar enabled a rich exchange of information and insights on improving access to and uptake of higher RE. The panelists brought to play their vast experience in the power sector as they discussed the imperatives and opportunities for green ToD in the sector for improved RE deployment. All the panelists highlighted on the role, need and importance of tariff designing in terms of influencing consumer behavior. They emphasized that Green ToD tariff is “the way to go” and “need of the hour”, and that there was requirement to work with the utilities to package it properly. They felt that this would enable the consumers to get an opportunity to change their usage patterns. There is a need for a right market mechanism to manage the supply side as well as the demand response. The discussion underlined the significance of conducting detailed assessments of the demand profile on a more regular basis and a pilot study would definitely be a good strategy to implement Green ToD Tariff.
