Best-Value Procurement

The total volume of public procurement in India is estimated to constitute about 20-22% of GDP. Sustainable public procurement (SPP) offers the opportunity to encourage extended producer responsibility and transform markets towards responsible consumption.

SAREP’s interventions include development/modification of competitive frameworks by incorporating leading practices, so as to attract interest from larger pools of investors/developers. SAREP is developing standard bidding documents (including project agreements) under this theme. The main objectives are to i) enable best procurement value, ii) enhance transparency in the procurement process, and iii) help develop the institutional capacity of government entities with regards to efficient and best-value procurement processes.

SAREP also pursues activities pertaining to enhancing the bankability of energy projects, so far as this relates to changes in policy, competitive frameworks, financing, regulatory frameworks, technical specifications, etc.
